The largest city library was founded on March 9, 1920 (the reading room has been operating since September 23, 1919).

The Ventspils library offers the residents of Ventspils a versatile range of fiction and industry literature collections and periodicals, a collection of audiovisual materials, local history materials, free internet, electronic catalogs and databases, informative, cultural and lifelong learning events, as well as home service for residents who cannot visit the library due to limited mobility. .

The European Union and Nordic countries information point operates in the library. In the Regional Training Center (RMC), residents have the opportunity to receive free advice on working with computers and the opportunity to receive help in using the Internet. RMC offers the opportunity to learn and use special equipment for people with visual impairments.

The library was recostructed in 2004/2005 and it is recognized as the best reconstruted object of Latvia in 2004. Author of the project is J. Poga. Author of interior – V. Terbets.
